App and add-in are two different things. Some examples of app for Outlook are Bing, Suggested Appointments, Action Items app, and so on. Add-in is similar, and they are available for Outlook you install on Windows 10 PC. Here are some common tips for the problem.
If you’re using Outlook on a Windows 10 PC, you can install add-ins. These are similar to apps, but they don’t appear in your App list. You can find them in the Microsoft Store, or you can get them from the developer’s website.

When I found this problem, all I did was close Outlook, and relaunch it. The problem was gone, which means it was a temporary glitch, and a restart like always fixed the problem.
2] Manage apps for Outlook
If it happens again, click on the “Disable Apps” button. This will reveal a list of apps installed on your device. Check to see which of the apps was disabled by Outlook. At this point, you have the option to either remove it, keep it disabled, or check if there is an update available. It is possible that a fix has to come from the developer to resolve the issue.
To access the Get-Addins section in Outlook, go to the Home tab on the ribbon and click on Get-Addins. Microsoft says that this option, i.e., Apps from Office Store, is not available in every region but can be installed using a URL. You may have to contact your organization to get it resolved, finally.
3] Disable/Enable Add-ins
The “View Disabled Add-ins” button appears in the dedicated Add-ins section of Outlook on Windows 10 when a problem is caused by an Add-in. File > Show and Disabled COM Add-ins.This will list all of the add-ins which have been disabled. You can update them if they are available or contact the developer.
Add-ins that slow down Outlook, especially during launch, are disabled. You can see the load time for these applications, and options to always enable them. The problem is not unless the add-in or app causing the is important to you.
